Dungeons and some jumping puzzle chests (primarily those in level 80 zones, such as at Searing Ascent) award fragments regardless of level. In most cases, characters must be level 80 to receive Empyreal Fragments from chests. Anyone know where is it Dragon Bombadier: How should I do this I threw some bombs on him, but I didnt get the achievement. Any chest in the open world, including jumping puzzle and mini-dungeon chests award from 2-9 Fragments.
